Capacity is measured host headroom after retained VM commitments and host overhead. It is not a reservation: admission, disk-image requirements and account quotas still apply. Latency is one HTTP round trip from the named measuring node, not from your location or an uptime guarantee. Metadata is operator-declared; a listing does not establish trust, certification or shared credentials.
